Termination of service for non-payment of bills shall not be stayed pending the outcome of the hearing procedures set forth in § 18-124 of this chapter unless the customer pays to the city a deposit equal to the amount of the disputed bill. Depending on the outcome of the hearing process, this deposit shall be applied toward payment of the bill, or refunded, as appropriate.
