No person distributing handbills or other advertising matter shall throw, cast or deposit, or cause such handbills or other advertising matter to be thrown, cast or deposited in or upon any yard, doorstep, porch, street, alley, lane, or any other public place within the City so that the same becomes littered or scattered.

No person distributing handbills, circulars or other advertisements, shall ring the doorbell or otherwise call the occupants of any residence to the door for the purpose of receiving such handbill, circular or other advertisement that such person may be distributing.

No person shall place any handbill, circular, card, paper, or other advertising matter in or hang the same upon any part of any motor vehicle or cause the same to be done, while such motor vehicle is in use or standing parked upon the streets of the City. However, this section shall not be construed to prevent the officers or employees of the City from so doing for any Municipal purpose.
