§ 93.14 UNIMPROVED STREETS; REGULATING USE.
   (A)   No person, firm, or corporation shall use, or cause to be used, for any vehicular traffic, any dedicated but unmade, unimproved or unsurfaced street in the city without first obtaining from the mayor of the city a written permit for the use of the street for a specified period of time, not to exceed one year. The permit fee shall be $5 for the period of use specified.
   (B)   The mayor may, in his discretion, require the giving of a bond by the holder of the permit provided for in division (A) of this section, to secure the proper restoration of the street, after the authorized period of use, in the amount as the mayor deems necessary and with sufficient surety deemed satisfactory to the mayor.
