§ 93.02 OPENING PERMIT REQUIRED.
   (A)   It shall be unlawful for any person, other than the superintendent of public works, city engineer, or the authorized employees or agents of either, to make any opening in any street, alley,
sidewalk, or public way of the city unless a permit to make the opening shall have been obtained prior to commencement of the work, as herein provided.
   (B)   No person shall make or cause an opening to be made without obtaining a permit as required in division (A) of this section. Permit fees for street openings for sewers, water lines, water taps and gas lines are:
      (1)   Opening in the hard surface of the street, $10 for each opening.
      (2)   Opening in the berm of right-of-way, not in the hard surface of the street, $5 for each opening.
