§ 121.03 LOCATION OF RACKS OR BOXES FOR THE DISTRIBUTION OF PUBLICATIONS.
   (A)   Within any public right-of-way, racks or boxes for the distribution of publications including newspapers may be located only within areas that have been designated as a “collector area” on the Collector Area Map on file in the office of the Superintendent of Public Works, which locations are as follows:
      (1)   Northwest corner of Chesterdale Road at Castro Lane.
      (2)   Southwest corner of Kemper Road at Chesterdale Road.
      (3)   East Kemper Road at Tri-County Mall.
      (4)   East Kemper Road at Cassinelli Square.
      (5)   Northeast corner of Kemper Road at McGillard Street.
      (6)   Northeast corner of Springfield Pike at Glensprings Drive.
      (7)   Northeast corner of Springfield Pike at Kemper Road.
      (8)   Southeast corner of Springfield Pike at Northland Boulevard.
   (B)   The Superintendent of Public Works shall review all applications for permits and shall designate into which “collector area” a rack or box shall be permitted based on the following criteria which shall be administered in a manner so as to provide reasonable fairness to all distributors with respect to the number of locations and access to the public:
      (1)   Applications shall generally be considered in the order they are received except that no publications shall be permitted to monopolize available space to the exclusion of other publications.
      (2)   The total number of boxes, racks and distributors will be evaluated and compared to the number of collection areas and total spaces available so as to permit a reasonable allocation and distribution of the available spaces.
      (3)   Racks and boxes of equivalent height shall be grouped together, if possible.
      (4)   The total number of boxes to be permitted within any collector area shall be established by the Superintendent of Public Works prior to considering any applications. The limit of boxes and racks in each collector area shall be established after considering the factors set forth in §§ 121.02 and 121.04.
