§ 121.04 PROHIBITED LOCATIONS.
   No “collector areas” for the location of racks or boxes for the distribution of publications shall be located so as to obstruct the reasonable use, visibility, or maintenance of the following:
   (A)   Bus stops, specifically racks or boxes may not be placed where they are likely to block the front or rear doors of a bus when stopped.
   (B)   Front doors of buildings, offices, or stores.
   (C)   Crosswalks.
   (D)   Fire hydrants.
   (E)   Utility boxes for water, sewer, gas, electric or telephone.
   (F)   Handicapped ramps.
   (G)   Signs, parking meters, streetlights or utility poles.
   (H)   Driveways.
   (I)   Any other locations likely to present danger to the health, safety and welfare of the public.
