(A) For services listed in § 31.10 the engineer shall be compensated at a rate as set by council, payable monthly.
(B) Engineering services which are the subject of separate contracts and engineering services for reviewing and approving plans, designs, specifications and change orders, consultation during construction, and structural engineering or architectural work shall be compensated on an hourly basis at a rate set by council.
