§ 31.10 DUTIES.
   (A)   It shall be the duty of the engineer to perform the following services: attending regular council meetings, meetings of council as a committee of the whole, and planning commission meetings, except in such instances as his presence is determined in advance to be unnecessary.
   (B)   The engineer may not contract on behalf of the city nor commit the city, orally or in writing, to any financial obligation, or obligation to grant rights or privileges or perform any work or service unless otherwise authorized by ordinance. No engineering work is to be performed by the engineer unless he has obtained a purchase order from the executive authority. He may not inspect, approve or review his own work, or any other engineering work done by others on behalf of any of his established clients.
