721.02 CALL ALLOCATION SYSTEM.
   To insure prompt clearing of accidents from City streets and to provide prompt effective response to requests for emergency towing services requests from citizens for emergency towing services shall be handled as follows:
   (a)   When an owner of a vehicle is present or otherwise available to the officer of the City Police Department investigating the circumstances presented the owners may choose the wrecker service he or she desires.
   (b)   In the absence of owner choice, the City Policy office in charge of the circumstance shall choose a wrecker service which he or she believes will most promptly deal with the circumstance and most effectively and promptly clear the City streets.
   (c)   In instances where the wrecker service is necessary to rescue services, such as to stabilize the vehicle or secure a vehicle in a precipitous location or in water, the officer shall select the closest service to secure the most prompt response.
   (d)   In the event neither the owner nor the officer select an emergency towing service, then the towing service shall be selected by Roane County 911 Center in accord with the rotation policy adopted by the Roane County Commission from wrecker services who meet the City of Spencer qualifications set forth in Section 721.01.
