365.12 DUTY OF METER READERS IN CASE OF OVERTIME PARKING; PENALTY.
   It shall be the duty of the meter readers employed by the City to report:
   (a)    The number of each parking meter which indicates that the vehicle occupying the parking space adjacent to such parking meter is or has been parked in violation of any of the provisions of this article;
   (b)    The State license number of such vehicle;
   (c)    The time when such vehicle is parked in violation of any of the provisions of this article;
   (d)    Any other facts, a knowledge of which is necessary for a thorough understanding of the circumstances attending such violation;
   (e)   Each meter reader shall also attach to such vehicle a notice, commonly referred to as a “ticket”, to the owner or operator thereof that such vehicle has been parked in violation of a provision of this article and instructing such owner or operator to report to the office of the Mayor in the City Building in regard to such violation, or to deposit the envelope, upon which the notice of the violation is printed, together with the amount as established by Council in any parking meter fine depository installed as is provided for in Section 365.13 within ten days of the time of receiving such parking meter violation notice.
