Any person accused of a violation of this article may settle and compromise a claim against him for such violation by paying to the City the sum established by Council for each violation within ten days of the time such alleged offense was committed. Failure to settle and compromise the claim as above provided in this section within ten days by any person accused of such a violation, will cause a warrant to be issued for the arrest of the person accused, and such person shall be fined the sum established by Council, together with the cost of prosecution. This section shall apply only to violations of this article where no other penalty is prescribed.
