The provisions herein shall apply to the parking lots, commonly known as "The Parking Plaza", and the "Bowman Street Parking Lot", and to all other parking lots in the City of Spencer which hereinafter come into existence. All such facilities shall be collectively termed "Municipal Parking Facilities."
