135.04 DEBT OF SPENCER BUILDING COMMISSION.

No indebtedness of any nature of the Commission shall constitute an indebtedness of the City of Spencer, the County of Roane, or any agency thereof, except the Commission. No indebtedness or obligations incurred by the Commission shall give any right against any member of the City Council of the City of Spencer or any member of the Commission.
