No person shall use the streets or alleys of the city for the collection or removal of any garbage for hire, without first having obtained a license to perform such services from the common council under this article and having paid a license fee of one hundred dollars ($100.00) per year. Each license issued under this article shall be renewed on or before December 31 of each year.
