Sec. 5-80. Redemption by person other than owner.
   If the owner of any dog or cat impounded under this division shall fail to redeem such dog or cat within one hundred twenty (120) hours after such impoundment, the city's liability for such dog or cat shall cease. Any other person may upon complying with the provisions of this division, redeem such dog or cat from the shelter and be the lawful owner of such dog or cat thereafter.
