Sec. 2-142. Ward one.
   All that portion of the city lying west of Spearfish Creek starting from the municipal boundary on Winterville Road to the intersection of Hillsview Road and Spearfish Creek, then all portions lying north of Hillsview Road, and west of North Avenue/Highway 85 and south of Highway 14, shall constitute the first ward.
