Sec. 2-127.   Authority to approve expenditures and enter into city contracts.
   The mayor or city administrator have the authority to sign and approve any expenditures, contracts, or agreements on behalf of the city that are less than the bid limits established under state law for public improvement contracts. Such expenditures, contracts, or agreements that exceed twenty five thousand dollars ($25,000.00) shall be countersigned by either the finance officer or the city attorney. No claim may be paid until approved by the common council, except as may be otherwise provided by ordinance or resolution.
