The meetings of the common council shall be open to the public. It shall be unlawful for any not a member of the council to make any disturbance or interfere in any way with the deliberations of the council at such meetings. No person, not a member of the council, shall address or deliver any remarks to the council at such meetings without first asking for the privilege of so doing.
