Sec. 9-36.   Vegetation on city property.
   No person by use of biological, chemical, mechanical, or other means may alter vegetation on city property. A violation of this section is subject to the general penalty provision as set forth in Section 1-14 of this Code. In addition, the city may recover costs of restoring the property to its original state or replacing the altered vegetation.
