Sec. 18-20.   Contractors required to be certified.
   Any person who installs, does maintenance on, makes connections to, or replaces water or sewer services or lines to the city's system shall hold a city contractor's license and be licensed by the South Dakota Plumbing Commission or certified by South Dakota Department of Environment and Natural Resources:
   Plumbing Contractor
   Plumbing Journeyman
   Sewer & Water Contractor
   Sewer & Water Installer
   Water Distribution Operator.
