Sec. 14-85.   Public sidewalk maintenance.
   The maintenance of sidewalks located in city right-of-way including, but not limited to, the area between the property line and street curb shall be the responsibility of the owner, manager or lessee of the abutting property.
   Such persons are jointly and severally liable for the maintenance and replacement when required by the City of Spearfish according to the criteria pertaining to sidewalk replacement.
