Sec. 4-4. Action by Council.
   The Common Council may approve or deny an application for a license depending on whether the Council deems the applicant a suitable person to hold the license and whether the Council considers the proposed location suitable. The Council may, in its discretion, require the applicant to appear personally at any meeting of the Council and to answer any question which may be asked pertaining to the applicant or the place of business which may in any way pertain to the carrying on of the business for which the license is sought.
