Sec. 19-108. Penalties.
   Any person who violates any provision of these regulations shall be guilty of a misdemeanor.
   Upon conviction, such person shall be punished by a fine of not more than one hundred dollars ($100.00). Prosecution or conviction under this provision shall never be a bar to any other remedy or relief for violation of these regulations.
