Sec. 19-76. Care and maintenance of city right-of-way.
   The care, mowing and maintenance of city right-of-way including, but not limited to, the area between the property line and street curb shall be the responsibility of the owner, manager or lessee of the abutting property.
   Such persons are jointly and severally liable for the care, maintenance and mowing.
