Sec. 18-301. Authority to enter into contracts.
   Pursuant to SDCL 9-47-16 (water systems) and SDL 9-48-15 (sanitary sewer systems), as from time to time amended, the common council is hereby authorized to enter into contracts with private real estate developers to provide for proportionate recapture of costs and expenses for the original installation of utility service trunklines according to criteria hereafter established by the common council by resolution for qualification, application, payment, repayment and recapture.
