Sec. 18-66. When sewer connection required (with exceptions).
   The owner of each house, building, or property used for human occupancy, employment, recreation, or other purposes, situated within the city and abutting on any street, alley, or right-of-way in which there is now located or may in the future be located a public sanitary or combined sewer of the city, is hereby required, at the owner's expense, to install suitable toilet facilities therein, and to connect such facilities directly with the proper public sewer in accordance with the provisions of this article within ninety (90) days after date of official notice to do so, provided a public sewer is within two hundred (200) feet of the property line.
   Under circumstances where alternate plumbing fixtures and disposal methods have been allowed within the two hundred (200) feet requirement and nuisances develop from these systems, connection to the municipal sanitary system must be completed within ninety (90) days.
