Sec. 18-40. Reading dials for meters.
   (a)   All water meters shall be equipped with a remote reading device capable of being read by a radio receiving unit and/or any future upgrade needed to ensure efficient service provided by the City Water Department. The device shall be installed under the direction of the city water department on all water meters, the type of device and the date of installation to be determined by the city. The cost of installing such device shall be at current value, set by resolution and found in the city schedule of fees. The city shall retain ownership of the device, and the device will be under the control of the city water department at all times. The device shall be considered as part of the water meter servicing the property and shall not be removed or altered except by employees of the city. Where an outside meter reading device shall be installed for a nonresidential building and the cost of such installation exceeds the established charge, the property owner shall be required to pay an additional charge which will cover the additional cost of installation.
   (b)   If the consumer or property owner refuses to grant access to the city to install a remote reading device, the water may be shut off to such property.
   (c)   City water users whose meters do not have remote reading dials shall purchase the same as determined by the common council.
