A vehicle found unattended upon a bridge or causeway or on the traveled portion of any street where such vehicle constitutes an obstruction and hazard to traffic or a vehicle which appears to have sustained reportable accident damage may be removed at any time and without regard to the twenty-four-hour period provided for in this article.
