Sec. 17-282. Manner of parking generally.
   No vehicle shall be parked on any street unless such vehicle be parked parallel to the curb headed in the direction of traffic, with the curbside wheels of the vehicle within twelve (12) inches of the curb, except upon those streets designated or marked for angle parking where vehicles shall be parked at an angle to the curb indicated by such markers or signs, with the front wheel touching the curb.
