Sec. 17-162. Following too closely.
   The driver of a motor vehicle upon the public highways, streets or alley or parkways of the city shall not follow another vehicle more closely than is reasonable and prudent, having due regard to the speed of such vehicle and the traffic and condition of the highway, streets or alleys or park-ways.
