Sec. 17-142. No-passing zones, designation.
   The operator of a vehicle shall not overtake and pass any other vehicle proceeding in the same direction in any "no passing zone." The public works administrator is hereby authorized to designate such no-passing zones by the painting or placing of signs or double lines in the center of the street. Any zone or any street in the city where double lines, button or lanes have been painted or placed in the center of such street, shall be and is hereby designated as no-passing zones. No operator of any vehicle shall pass any other vehicle proceeding in the same direction, in such zone.
