Sec. 14-168. Monuments.
   Only one (1) upright monument is allowed per cemetery parcel. Additional monuments and footstones must be flush with the ground. The location of monuments on all graves shall be determined by the cemetery staff. A permanent monument must be placed within two (2) years of burial.
