The city will not allow water soaking for compaction of trenches resulting from utility placement or repairs. All trenches will be mechanically tamped and compacted to a compaction factor of ninety-five percent (95%) or greater. Testing of the trench compaction may be required, at the discretion of the city engineer. Any person violating this article shall be subject to fines set forth in section 1-14.
