Sec. 14-84. Removal.
   Whenever any encroachment exists in violation of these provisions, written notice shall be given the owner of record requiring removal within fourteen (14) days. If the owner of record fails to remove the encroachment within the time specified in the notice, the city shall remove the encroachment at the owner's expense.
