(a) Sidewalks constructed in the city shall be located in conformity with existing sidewalk locations, except the replacement of sidewalks abutting the curb, whenever possible, shall conform to the standards of this section.
(b) In the event no existing sidewalk location and in the case of new subdivisions, sidewalk location shall be as follows:
(1) Five (5) feet from and parallel to the back of the curb.
(2) If no curb exists, parallel to and adjacent to the lot line.
The common council may permit exceptions where special conditions warrant.
