Sec. 14-60. Permission for artwork.
   Any person desiring to place sculpture, statuary, fountains, or other artwork of any kind on or over public property shall first obtain permission from the common council, which shall approve the artwork and location thereof. Such artwork may not constitute a safety or traffic hazard.
