Sec. 14-54. Obstruction of traffic devices.
   In the event the encroachments referred to in section 14-53 by reason of color or placement, obscure or in any way detract from the effectiveness of highway signs or traffic signals, the city may cause the removal of such encroachments in the manner hereinafter provided for the removal of any encroachment in violation of this division.
