It shall be the duty of the occupant of every dwelling and of every dwelling unit to place and maintain the quarters in a condition as will fully comply with the following minimum standards set forth in this subchapter, which standards shall be enforceable by the Building Commissioner. The failure of any occupant of any dwelling or dwelling unit to place and maintain the dwelling in condition to fully comply with these standards is declared to constitute the dwelling or dwelling unit a serious hazard to public health and to the general welfare.
