§ 151.15  OWNER TO COMPLY WITH MINIMUM STANDARDS.
   It shall be the duty of the owner of every dwelling to place and maintain the dwelling in a condition as will fully comply with the following minimum standards set forth in this subchapter, which standards shall be enforceable by the Building Commissioner. The failure of the owner of any dwelling to place and maintain his or her dwelling in condition to fully comply with the following minimum standards shall be and is declared to constitute the dwelling a serious hazard to public health and to the general welfare of the town.
