(A) It shall be unlawful for any person to abandon any vehicle on any public or private premises within the town or to leave any vehicle at any place within the town for such time and under circumstances which would reasonably make the vehicle appear to have been abandoned.
(B) No person in charge of or in control of premises, whether as owner, lessee, tenant, occupant, or otherwise, shall allow any partially dismantled, wrecked, junked, discarded, unlicensed, or otherwise to leave any such vehicle on any property within the town.
