§ 73.26  ISSUANCE OF LICENSE STICKER; INSPECTION; FEE.
   (A)   Request for a bicycle license shall be made to the Town Marshal, or his or her authorized representatives, as designated by the Town Council.
   (B)   Prior to issuance of a bicycle license, the Town Marshal, or his or her authorized representatives, will inspect each bicycle for mechanical condition. Any bicycle found in an unsafe condition or not properly equipped, in accordance with the ordinances, rules, and regulations governing the operation and use of bicycles, will not be licensed until the defects are corrected.
   (C)   The Town Marshal shall not issue a license for any bicycle when he or she knows or has reasonable ground to believe that the applicant is not the owner or entitled to possession of the bicycle.
   (D)   A fee of $1 will be paid to the town for each bicycle license issued.
   (E)   Town license stickers will be issued by numbers running consecutively and will be placed on the front of the vertical bar under the seat of each bicycle.
   (F)   The Town Marshal will maintain a register of each bicycle licensed. The register shall contain the number of each license issued, the date issued, the name and address of each person to whom issued, and the number on the frame of the bicycle.
   (G)   No person shall remove a license sticker from a bicycle during the period for which it was issued, except upon transfer of ownership or in the event the bicycle is dismantled and no longer operated upon the town streets. In the event the license sticker becomes mutilated or destroyed, a new license sticker must be purchased and installed before the bicycle is again regularly operated upon the public streets.
   (H)   Upon sale, transfer, or other disposition of a licensed bicycle, the licensee shall remove the license sticker from the bicycle and notify the Town Marshal accordingly.
