§ 53.19  POWER SERVICE.
   (A)   Availability. This service is available to power customers for light or power service who are located on the utility’s electrical supply line suitable and adequate for supplying the service requested. This rate is applicable to any customer whose light or power service requirements are such as to require a connected transformer capacity of 200 kVa or more.
   (B)   Character of service. Electric energy supplied hereunder shall be only alternating current, 60 cycle, three-phase service at any voltage available in the applicant’s area. (Only one voltage will be supplied.) The utility will supply service from its electrical supply line at only that frequency, phase, regulation, and voltage as it has available in the location where service is required, and will transform its primary voltage to one standard secondary voltage. Any applicant requiring service differing from that to be supplied as herein provided shall provide proper converting, transforming, regulating, or other equipment upon his or her own premises and at his or her own expense.
   (C)   Billing maximum load. The billing maximum load for any month shall be the greater of the maximum load for the month, or 60% of the highest monthly maximum load during the preceding 12 months.
   (D)   Rates. The rates for electrical energy supplied hereunder shall be as follows:
      (1)   Maximum load charge. $3.08 per month per kVa of billing maximum load in the month; and
      (2)   Energy charge.
         (a)   $0.0241 per kilowatt-hour for kilowatt-hours equal to first 300 times kVa of monthly billing maximum load; and
         (b)   $0.0195 per kilowatt-hour for kilowatt-hours in excess of first 300 times kVa of monthly billing maximum load.
   (E)   Monthly minimum charge. The monthly minimum charge shall be the maximum load charge plus the energy charge for the month.
   (F)   Measurement of energy.
      (1)   Energy shall be measured by suitable integrating instruments provided by the utility.
      (2)   Service hereunder will normally be metered at a secondary voltage, which is designated as a standard voltage of approximately 480 volts, or lower.
      (3)   Service hereunder may be metered at a primary voltage, which is designated as a standard voltage of approximately 2,400/4,160 volts, or higher, in which event, before computing the charges, the actual measurement of energy shall be decreased by 2% to convert to the equivalent of service metered at a secondary voltage.
   (G)   Measurement of maximum load. Maximum load shall be measured by suitable indicating or recording instruments provided by the utility. In any month the maximum load, expressed in kilovolt-amperes, shall be the average number of kilowatts in the recorded 15-minute interval in the month during which the energy metered is greater than in any other 15-minute interval in the month, divided by the power factor (expressed as a decimal) calculated for the month. The power factor shall be measured by suitable integrating or recording instruments provided by the utility.
   (H)   Fuel cost adjustment. Refer to § 53.41.
