§ 53.17  COMMERCIAL SERVICE.
   (A)   Availability. This service is available to commercial and industrial customers who regularly use the utility’s service throughout the year and who are located on the utility’s distribution lines suitable and adequate for supplying the service requested.
   (B)   Character of service.
      (1)   Electric energy supplied under this section shall be alternating current, 60 cycle, at any available three-phase voltage in the area, or single-phase service at a voltage of approximately 120 volts two-wire, or 120-240 volts three-wire.
      (2)   The utility will supply service from its electrical supply lines at only that frequency, phase, regulation, and primary voltage as it has available in the location where service is required, and, if transformation of voltage is desired by the customer, the utility will transform its primary voltage to one standard secondary voltage as hereinabove set forth. Any applicant requiring service differing from that to be supplied by the utility as herein provided shall provide proper converting, transforming, regulating, or other equipment upon his or her own premises and at his or her own expense.
   (C)   Rates. Rates charged for service rendered under this schedule are based upon the measurement of the electrical energy at a voltage supplied to the customer on the secondary side of the transformers furnished by the utility. The rate for electrical energy supplied hereunder shall be as follows:
      (1)   $0.0652 per kilowatt-hour for the first 40 kilowatt-hours used per month;
      (2)   $0.0481 per kilowatt-hour for the next 60 kilowatt-hours used per month;
      (3)   $0.0423 per kilowatt-hour for the next 200 kilowatt-hours used per month;
      (4)   $0.0401 per kilowatt-hour for the next 2,200 kilowatt-hours used per month;
      (5)   $0.0355 per kilowatt-hour for the next 2,500 kilowatt-hours used per month; and
      (6)   $0.0332 per kilowatt-hour for all over 5,000 kilowatt-hours used per month.
   (D)   Minimum payment. The minimum payment for service shall be $2.28 per month for single-phase service and $5.71 per month for three-phase service.
   (E)   Reconnecting charge. Whenever the service is turned off for nonpayment of a bill, or whenever for any reason beyond the control of the utility a reestablishment of service is required by any one customer more often than once in a 12-month period, a charge of $10 will be made by the utility to cover a part of the cost of discontinuance and reestablishment of service.
   (F)   Fuel cost adjustment. Refer to § 53.41.
