§ 53.16  RESIDENTIAL SERVICE.
   (A)   Availability. This service is available to residential and farm customers, including churches and fraternal organizations, for general service, who regularly use the utility’s service throughout the year and who are located on the utility’s distribution lines suitable and adequate for supplying the service requested.
   (B)   Character of service. Electric energy supplied under this section shall be alternating current, 60 cycle, single phase, at a voltage of approximately 120 volts two-wire, or 120-240 volts three-wire.
   (C)   Rates. Rates for residential service shall be as follows:
      (1)   $0.0652 per kilowatt-hour for the first 40 kilowatt-hours used per month;
      (2)   $0.0538 per kilowatt-hour for the next 40 kilowatt-hours used per month;
      (3)   $0.0492 per kilowatt-hour for the next 120 kilowatt-hours used per month;
      (4)   $0.0412 per kilowatt-hour for the next 800 kilowatt-hours used per month; and
      (5)   $0.0332 per kilowatt-hour for all over 1,000 kilowatt-hours used per month.
   (D)   Minimum payment. The customer’s minimum monthly payment under this rate shall be $2.28.
   (E)   Reconnection charge. Whenever the service is turned off for nonpayment of a bill or whenever for any reason beyond the control of the utility a reestablishment of service is required by any one customer more often than once in a 12-month period, a charge of $10 will be made by the utility to cover a part of the cost of discontinuance and reestablishment of service.
   (F)   Fuel cost adjustment. Refer to § 53.41.
