Should the Building Inspector, pursuant to an inspection authorized under Section 1462.02, determine that a structure is in violation of the conditions set forth in Section 1462.01, he shall cause a notice to be sent to a person responsible therefor and order compliance with the ordinance involved, as hereinafter provided. The notice shall:
(a) Be in writing on an appropriate form;
(b) Include a list of repairs necessary to restore the building to a safe and habitable condition;
(c) Specify a reasonable time for compliance; and

(d) Be served upon the owner, operator or occupant of the structure in person, provided, however, that such notice and order shall be properly served upon such owner, operator or occupant if a copy thereof is sent by certified mail to his last known address and a copy is posted in a conspicuous place in or on the structure affected.
