The Building Inspector is hereby authorized and directed to make inspections to determine the condition of dwellings, dwelling units, rooming houses, rooming units, commercial buildings and premises located within the Village in order that he may perform his duty to safeguarding the health and safety of the occupants of dwelling and of the general public. For the purposes of making such inspections and upon showing appropriate identification, the Inspector is hereby authorized to enter, examine and survey at any reasonable hour all dwellings, dwelling units, rooming houses, rooming units and premises with permission of the owner, lessee or person in possession thereof. Upon the refusal of such owner, lessee or person in possession to give the Inspector access to such places, the Inspector shall obtain a search warrant for such purposes.
