832.11 LICENSE REFUSAL; HEARING.

Any person whose initial request for a license is refused shall have a right to a hearing before the City Council, provided a written request thereof is filed with the City Administrator within ten days following such refusal. The City Council shall have the right to affirm and sustain any refusal to issue a license, or the City Council may grant any license.
