Applicants for a license and all licensees shall comply with all applicable Federal, State and City regulations and this general policy, and shall submit a comprehensive, written plan of operation which must be approved. Failure of such compliance or variance from the plan presented may result in the building department to not renew a license or in revocation of the license. All plans of operation or changes there to shall be subject to the approval of the Building Department.
