If the permittee is unable to complete the work under an SESC permit within the time specified in such permit, he or she may, prior to the expiration of the permit, present, in writing, to the City Engineer, a request for an extension of time setting forth the reasons for the requested extension. If, in the opinion of the City Engineer, such an extension is warranted, he or she may grant additional time for the completion of the work.
