The Parks and Recreation Commission is hereby authorized and required to adopt operating procedures and rules for all programs and associations operating in concert with the Southgate Parks and Recreation Department. These procedures and forms will be kept on file at the Parks and Recreation Office and be updated periodically at the discretion of the Parks and Recreation Commission. Upon adoption by the Parks and Recreation Commission a final review shall be performed by the Administration prior to adoption and implementation.
